Senior Contracts Manager

This is a full-time position reporting to the GRC CEO. Actual job title will be commensurate with experience and education.

Responsibilities: You will be directly responsible for leading and coordinating the pursuit, negotiation, compliance, and execution of all contracts. Your role will have a direct impact on contract research, services, and product activities at Graf Research. Specific key responsibilities of this position include:              

  • Contract Management: You will oversee, manage, and execute all aspects of contracting, ensuring seamless coordination, timely deliverables, submission of proposals and deliverables, and compliance with regulatory requirements. Your expertise in contract negotiations and execution will be instrumental in driving successful outcomes.

  • Business Development: Working closely with the CEO and the CTO , you will play a pivotal role in participating in  business development activities and ensuring timely and accurate submission of proposal data.

  • Financial Oversight: You will utilize your government contracting background to collaborate with the Controller and project Principal Investigators to manage contract finances, schedules, and deliverables. Your keen eye for detail will be invaluable in maintaining financial compliance.

  • Program Management: In some instances, you may assume or assist with a few responsibilities of the Program Manager for specific projects. Your organizational skills and leadership abilities will be key to the successful execution of these projects.

  • Cross-functional Collaboration: You will work closely with the leads of operations, IT, security, and accounting/finance to track activities related to contracting and intellectual property matters.

  • Ancillary Responsibilities: Members of our very small business are asked from time to time to contribute to the successful operation by taking on ancillary tasks unrelated to their core mission..

Must Have

  • Minimum of 10 years of progressively responsible experience in federal and commercial contracts management

  • Strong knowledge of FAR and DFARs

  • Basic working knowledge of ITAR and EAR

  • Ability to draft and negotiate non-standard agreement language

  • Cradle to grave contract management experience, from BD activities through proposal preparation and submission, negotiation, execution and closeout

  • Experience with Government websites including but not limited to SAM, PIEE-WAWF, and proposal submission sites

  • Excellent attention to detail

  • Desire and ability to work quickly and accurately in a fast-paced and challenging environment

  • Ability to work independently using sound business judgement

  • Experience using Microsoft Office 365 applications

Should Have

  • Active CPCM or CFCM certification

  • Strong knowledge of FAR/DFAR data rights

  • Ability to develop proposal budgets using Microsoft Excel

  • Bachelor’s degree from an accredited university, preferably in a business or technology field of study

Nice-to-Have

  • Experience writing FAR-compliant policies and procedures

  • Knowledge of USPTO patent and trademark as well as other intellectual property management procedures

  • Experience working in small business

  • Strong knowledge of EAR and ITAR regulations

  • Experience with commercial contracting to include domestic and international product sales

Security Clearance. You must be a U.S. Citizen and be subject to a security investigation in order to meet eligibility requirements for access to classified information. The ability to obtain and maintain this clearance is a requirement for continued employment with GRC.

Location - This position requires a minimum of three (3) days a week to be worked in person at the Graf Research office in Dayton, OH or Blacksburg, VA.  The remainder of the time may be worked remotely in accordance with Graf policies.  Infrequent travel may be required from time to time to customer sites and to other GRC offices for in person work
